Innere Sicherheit/Kriminalität
Zu diesem Themenbereich gibt es acht Anfragen und keinen Antrag. Sie beziehen sich auf „Gewalt“, den „Freiwilligen Polizeidienst“, die „Landespolizei“ und den „Rechtsstaat“ In drei Anfragen geht es um „Gewalt an Schulen“ und in „hessischen Notaufnahmen gegen Rettungskräfte“, dann um eine „Gelbwestendemonstration in Wiesbaden“. Gefragt wird dabei u. a. nach dem Verhalten der Polizei, die angeblich nicht in der Lage war „gegenüber vermummten Blockierern“ Recht und Gesetz durchzusetzen; dann will die AfD wissen, wie viele Mitarbeiter in Notaufnahmen Opfer von körperlicher Gewalt (Anzahl, Straftaten, Tätergruppen, Herkunft) geworden sind. Bei der Frage nach Straftaten und Gewaltdelikten an Schulen geht es um die Anzahl und um Brennpunktschulen, dann ob diese sich gegen Lehrkräfte gerichtet hätten und auch von Seiten der Eltern ausgingen.
- In einer Anfrage mit zwei Teilen zum „Freiwilligen Polizeidienst“ will die AfD u. a. die Anzahl, Orte, geleisteten Stunden, Auswahl und Eignung der Bewerber, dann deren Ausbildungskosten sowie die Anzahl der Strafanzeigen wissen. Weiter wird gefragt, zu welcher Bewertung die Landesregierung kommt und ob der freiwillige Polizeidienst weiter fortgesetzt werden soll.
- Weiter fragt die AfD nach dem „Pakt für den Rechtsstaat“ der Großen Koalition und hier den Folgen – den neuen Stellen und Kosten - für Hessen; und sie will Auskunft über die Personalsituation und die Dienstbezüge der Landespolizei.
- Dann geht es in einer Kleinen Anfrage um die „Gefahrenabwehrverordnung über das Halten und Führen von Hunden“; gefragt wird nach den „Beißvorfällen“ in den letzten Jahren und den „Hunderassen“.

Die wenigen Anfragen zeigen in diesem Themenbereich ein gemischtes Profil. Zunächst werden ein mehr sachlich-technisches Informationsinteresse und einzelne Gewaltphänomene aufgenommen; zugleich werden die Sicherheitslage und das angebliche Versagen der Politik sowie Defizite in der Durchsetzung von Recht und Ordnung skandalisiert.
Finanzen, Wirtschaft, Verkehr und Energie
- In diesem Themenbereich gibt es 18 Kleine Anfragen und sieben Anträge. Sie umfassen eine Vielfalt von Fragen; dazu zählen u. a. die „Schiffbarkeit im Rhein“, die „Arbeitsplätzen im ländlichen Raum“, „Bauschäden“, „Rinderzucht“, „Dosenpfand/Einwegpfand“, „WLAN-Hotspots“, „LKW Parkplatzmangel an Autobahnen“, „atypische und prekäre Beschäftigungsverhältnissen“, kommunale „Bagatellsteuern“. Weiter sind es „Entschuldungsfonds“ für Kommunen, „Altablagerungen und Altstandorte“ in hessischen Kommunen und Fragen nach der Position der Landesregierung zur EU-Urheberechtsreform oder wie die Landesregierung zur CO2-Steuer steht.
- In den Anträgen wird u. a. „keine Ausweitung der Transferunion in der EU“ gefordert. Hier wird formuliert, dass Deutschland eh schon der größte Nettozahler wäre und „eine weitere überproportionale Belastung Deutschlands durch eine Erhöhung des EU-Haushaltes auf jeden Fall zu verhindern ist“. Das gilt auch für die Ablehnung einer „Verlagerung zusätzlicher Kompetenzen und Souveränitätsrechte“, die Entwicklung hin zu einem „EU-Bundesstaat“. Kritisiert werden „Demokratiedefizite“ in der EU und beschworen wird die „Vielfalt der nationalen Kulturen und Traditionen“ von „souveränen Nationalstaaten“.
- In einem Antrag wird „für ein freies Internet in einer freien Gesellschaft“ plädiert sowie gegen Uploadfilter als Risiko einer automatisierten Zensur und die Einschränkung von „Meinungs- und Informationsfreiheit“ Stellung bezogen. Und die AfD argumentiert weiter: „Angesichts anhaltender Diskussionen über Menschenrechtsverletzungen und Defiziten bei der Rechtsstaatlichkeit in einigen Staaten der Welt ist die Einrichtung einer derartigen Infrastruktur ein Schritt in eine bedenkliche Richtung“.
- Eine Anfrage thematisiert die „Förderung öffentlicher WLAN-Hotspots in hessischen Städten und Gemeinden durch das EU-Förderprogramm WiFi-EU“. Bericht erstattet werden soll zu den WLAN-Zugängen in öffentliche Einrichtungen und an öffentlichen Plätzen in Hessen und den jährlichen Betriebskosten. Außerdem wird nach der Beteiligung der Kommunen und der Landesregierung an diesem Förderprogramm gefragt.
- In weiteren Anträgen geht es um die „Situation hessischer Unternehmen und Steuereinnahmen“ mit Bezug auf Steuervermeidung (Steueroasen) in der EU, dann um die Umsetzung des „Digitalisierungspaktes“, um „Lärmschutzmaßnahmen“ und „ein gerechtes und einfaches Modell der Grundsteuer“.
- Die drei Anfragen zu „Windenergieanlagen“ thematisieren den Ausbau von Erneuerbaren Energien, den Flächenverbrauch und Rückbau.

Neben harmlos-sachlich wirkenden Formulierungen in Anfragen und Anträgen werden hier von rechts die Netzfreiheit (Freiheitsrechte) und Menschenrechte reklamiert und instrumentalisiert. Dann positioniert sich die AfD vermeintlich in einem nationalstaatlichen Interesse mit nationalistischem Unterton gegen die EU und eine Weiterentwicklung der europäischen Verfasstheit und von Zuständigkeiten.
Umwelt und Natur
Mit einem Dringlichen Berichtsantrag zum „Klimawandel – Klimaschutz“ wird – mit Blick auf die Ursachen - mit angeblichen wissenschaftlichen Quellen beziehungsweise Hinweisen argumentiert, die nach der AfD die „Unumstrittenheit“ des menschengemachten Klimawandels kritisieren. Ins Spiel gebracht werden andere Quellen, so der „erdgeschichtliche Klimawandel“ und Einflussfaktoren wie Sonnenaktivität, kosmische Strahlung, Erdmagnetfeld und Meeresströmungen.
In einer Kleinen Anfrage geht es um „Treibhausgase und Wirksamkeit von „Klimaschutz“-Maßnahmen“, mit dem Tenor, dass „es derzeit keinen empirischen Hinweis gibt, dass sämtliche bisherige globale Klimaschutzmaßnahmen den Anstieg von CO2 auch nur annähernd gebremst haben, im Gegenteil“. Die AfD-Fraktion will von der Landesregierung unter anderem wissen:
- Warum hält sie es für gerechtfertigt angesichts bestehender modellbedingter Unsicherheitsfaktoren mit „Klimaschutzmaßnahmen“ tief in das wirtschaftliche und gesellschaftliche Leben einzugreifen.
- Welchen Einfluss auf die globale Mitteltemperatur haben die hessischen Klimaschutzmaßnahmen in der Zukunft, wenn man diese isoliert betrachtet und man von einem „Weiter-so-wie-bisher“ ausgeht“?
- Stehen ihre Klimaschutzmaßnahmen mit den enormen regulativen, volkswirtschaftlichen, betriebswirtschaftlichen und gesellschaftlichen Einschränkungen in einem günstigen Verhältnis zueinander?
- Was verstehen sie unter den Begriffen „Klimawandel“, „Klimakrise“ und „Klimanotstand“?
- Zwei Kleine Anfragen beschäftigen sich mit „Wildbestäubern“ und – vor dem Hintergrund des Volksbegehrens in Bayern – mit der „Entwicklung der Insektenpopulation und Biodiversität“. Gefragt wird nach den Bienenvölkern und Insekten, der Biomasse und der Artenvielfalt und „in Hessen soll es ebenfalls ein Volksbegehren nach bayerischem Vorbild geben“.

In diesem Themenbereich wird eine ideologisch-programmatische Grundlinie der AfD deutlich, die sich vor allem in der Leugnung des anthropogenen (von Menschen gemachten) Klimawandel (insbesondere durch CO2-Ausstoss) und der angeblichen Wirkungslosigkeit von Klimapolitik bzw. Klimaschutzmaßnahmen manifestiert. Sie suggeriert und imitiert Seriosität, in dem mit angeblichen Expertenmeinungen (sogenannte Experten oder Institute findet man immer) und angeblichen wissenschaftlichem Wissen bzw. „Fakten“ der Klimaforschung vorwirft methodisch zweifelhaft zu arbeiten. Der Klimawandel ist – und war schon immer - für die AfD von der Natur gemacht; „weil das Klima sich wandelt seit es eine Atmosphäre auf der Erde gibt“.
Weiter profiliert sie sich als Partei der BürgerInnen („den Deutschen soll noch tiefer in die Tasche gegriffen werden“) und als wirtschaftsfreundliche Partei, so mit der Forderung nach einem Ende des Braunkohleausstiegs. Auch mit der Forderung nach einem Volksbegehren (in der Denktradition eines gegen die repräsentative Demokratie gerichteten „Volkswillen“) geriert man sich als Anwalt von Bürgerinteressen. mei

The Marburg scientists Benno Hafeneger and Hannah Jestädt have analyzed the behavior of the AfD in the Hessian state parliament. Here are the results on the topics of internal security/crime, finance, economics, transport, energy and environment/nature.
Internal security/crime
There are eight questions on this subject and no motion. They relate to "violence", the "voluntary police service", the "national police" and the "rule of law".
Three questions deal with "violence at schools" and "Hessian emergency rooms against rescue forces", then with a "yellow vest demonstration in Wiesbaden". Among other things, the question is asked about the behaviour of the police, who were allegedly unable to enforce law and order against "masked blockers"; then the AfD wants to know how many employees in emergency rooms have become victims of physical violence (number, crimes, perpetrator groups, origin). The question about crimes and violent offences in schools is about the number and focus of schools, then whether these were directed against teachers and also emanated from parents.
In an inquiry with two parts on the "Voluntary Police Service", the AfD wants to know the number, places, hours worked, selection and suitability of the applicants, then their training costs as well as the number of criminal charges. Further questions are asked about the assessment of the state government and whether the voluntary police service should be continued.
The AfD also asks about the "Pact for the Rule of Law" of the Grand Coalition and here the consequences - the new jobs and costs - for Hesse; and it wants information about the personnel situation and the salaries of the state police.
Then a small enquiry will be made about the "Hazard Prevention Ordinance on the Keeping and Handling of Dogs"; it will be asked about the "biting incidents" in recent years and the "dog breeds".
Thesis
The few inquiries show a mixed profile in this subject area. At first a more objective-technical interest in information and individual phenomena of violence are taken up; at the same time the security situation and the alleged failure of politics as well as deficits in the enforcement of law and order are scandalized.
Finance, Economy, Transport and Energy
There are 18 small questions and seven applications in this thematic area. They cover a variety of questions, including "navigability in the Rhine", "jobs in rural areas", "building damage", "cattle breeding", "can deposit/one-way deposit", "WLAN hotspots", "lack of truck parking space on motorways", "atypical and precarious employment relationships", municipal "minor taxes". Furthermore, there are "debt relief funds" for municipalities, "old deposits and old sites" in Hessian municipalities and questions about the position of the state government on the EU copyright reform or how the state government stands on the CO2 tax.
Among other things, the proposals call for "no expansion of the transfer union in the EU". Here it is formulated that Germany would already be the largest net contributor and that "a further disproportionate burden on Germany through an increase in the EU budget is to be prevented in any case". This also applies to the rejection of a "transfer of additional competences and sovereignty rights", the development towards an "EU federal state". Democratic deficits" in the EU are criticised and the "diversity of national cultures and traditions" of "sovereign nation states" is invoked.
One motion argues "for a free Internet in a free society" and takes a stand against upload filters as a risk of automated censorship and the restriction of "freedom of opinion and information". And the AfD continues to argue: "In view of ongoing discussions about human rights violations and shortcomings in the rule of law in some countries of the world, the establishment of such an infrastructure is a step in the right direction.
One inquiry deals with the "Promotion of public WLAN hotspots in Hessian cities and communities through the EU funding programme WiFi-EU". The aim is to report on WLAN access in public institutions and public places in Hesse and the annual operating costs. In addition, the participation of the municipalities and the state government in this funding programme will be asked for.
Further applications deal with the "situation of Hessian companies and tax revenues" with reference to tax avoidance (tax havens) in the EU, then with the implementation of the "Digitisation Pact", "noise protection measures" and "a fair and simple model of property tax". The three questions on "wind turbines" deal with the expansion of renewable energies, land consumption and deconstruction.
Thesis
In addition to harmless-objective formulations in enquiries and applications, the freedom of the network (freedom rights) and human rights are claimed and instrumentalised by the right. Then the AfD positions itself supposedly in a nation-state interest with a nationalist undertone against the EU and a further development of the European constitution and competences.
Environment and nature
An urgent report on "Climate change - climate protection" argues - with a view to the causes - with alleged scientific sources or indications which, according to the AfD, criticise the "indisputability" of man-made climate change. Other sources are brought into play, such as "geological climate change" and influencing factors such as solar activity, cosmic rays, the Earth's magnetic field and ocean currents.
A small question deals with "greenhouse gases and the effectiveness of "climate protection" measures", with the tenor that "there is currently no empirical evidence that all previous global climate protection measures have even come close to slowing the increase in CO2, on the contrary". The AfD faction wants to know from the state government, among other things:
Why does it consider it justified to intervene deeply in economic and social life with "climate protection measures" in view of existing model-related uncertainty factors?
What influence will the Hessian climate protection measures have on the global mean temperature in the future if they are viewed in isolation and if one assumes that they will "continue as before"?
Do their climate protection measures stand in a favourable relationship to the enormous regulatory, economic, business and social restrictions?
What do they understand by the terms "climate change", "climate crisis" and "climate emergency"?
Two small enquiries deal with "wild pollinators" and - against the background of the referendum in Bavaria - with the "development of the insect population and biodiversity". The questions are about bee colonies and insects, biomass and species diversity and "there should also be a petition for a referendum in Hesse based on the Bavarian model".
Thesis
In this thematic area an ideological-programmatic baseline of the AfD becomes clear, which manifests itself above all in the denial of anthropogenic (man-made) climate change (especially through CO2 emissions) and the alleged ineffectiveness of climate policy or climate protection measures. It suggests and imitates seriousness in which the alleged expert opinions (so-called experts or institutes can always be found) and alleged scientific knowledge or "facts" of climate research are accused of working methodically doubtfully. Climate change is - and has always been - made by nature for the AfD; "because the climate has been changing since there has been an atmosphere on earth".
It continues to distinguish itself as a party of the citizens ("the Germans should be even more deeply taken into their pockets") and as a business-friendly party, so with the demand for an end
