Soziales und Gesundheit
Die AfD-Fraktion hat sich in sieben Kleinen Anfragen mit sozialen und gesundheitspolitischen Fragen und Themen befasst. Dabei geht es unter anderem um das „Prostituiertenschutzgesetz“ und die „Zuständigkeiten für den Vollzug des Prostituiertenschutzgesetzes“ sowie die Verantwortlichkeit der „Bürgermeister als örtliche Ordnungsbehörde in Gemeinden“.
Gefragt wird nach der finanziellen Unterstützung der Städte und Gemeinden, der Anzahl der erteilten und abgelehnten Stellvertretungserlaubnisse nach §13 ProstSchG, nach Verstößen gegen Sicherheit und Gesundheitsschutz, nach Bußgeldern oder dem Umfang der Überwachung.
- Eine Kleine Anfrage beschäftigt sich mit der „‘Veruntreuung‘ beim Arbeiter Samariter Bund in Millionenhöhe – Förderung von Projekten durch die Hessische Landesregierung“. Mit Bezug auf einen Pressebericht über angebliche „Falschabrechnung und Unterschlagung in Millionenhöhe“ fragt die Fraktion nach der Vertrauenswürdigkeit des ASB, dem Umfang der Prüfungen einzelner Projekte und der zukünftigen Zusammenarbeit der Hessischen Landesregierung mit dem ASB.
- In einer Anfrage geht es um „Fehlbelegungen in Sozialwohnungen nach Wohnbindungsgesetz“. Es wird unter anderem nach der Anzahl und der Größe dieser Wohneinheiten, der fehlbelegten Fläche und nach der zukünftigen Entwicklung solcher Wohnungen gefragt.
- In zwei Kleinen Anfragen interessiert sich die Fraktion für die Ausbreitung von Krankheiten. Einmal bezieht sie sich auf die Berichterstattung der Frankfurter Rundschau zum „deutlichen Anstieg von Krätzefällen in Hessen“. Sie fragt nach den „Krätze- bzw. Skabiesfällen […] in den Jahren 2006 bis 2018“, nach den Maßnahmen der Landesregierung zur Eindämmung der Krankheit, den Kosten oder der Weiterleitung der Meldedaten an das Robert-Koch-Institut.
- Außerdem wird gefragt: „In welchen Einrichtungen sind 2018 Skabiesfälle bekannt geworden (bitte nach Schulen, Obdachlosenunterkünften, Einrichtungen zur gemeinschaftlichen Unterbringung von Asylbewerbern usw. aufschlüsseln)?“ oder „Welche Personengruppen sind besonders betroffen (bitte nach Herkunftsland aufschlüsseln)?“. Dann geht es um „Vorbeugende Maßnahmen zum Schutz von Ausbreitung der afrikanischen Schweinepest“ und nach Hinweisschildern an vielbefahrenen Strecken zur „Warnung vor den Gewahren weggeworfener Lebensmittel im Zusammenhang mit der afrikanischen Schweinepest“.
- Gefragt wird nach den strukturellen Hürden bei der Organspende, wie etwa die finanzielle Unterstützung für die hessischen Entnahmekliniken bei der Kostendeckung für verlängerte Liegezeiten auf der Intensivstation. Weiter fragt die Fraktion nach der „Rechtsaufsicht Psychiatrie Frankfurt Höchst“ vor dem Hintergrund von gravierenden Mängeln in der Akutpsychiatrie nach der Zusammenarbeit des Ministeriums für Soziales und Integration mit dem Medizinischen Dienst der Krankenkassen, der für die Kontrolle und Qualitätssicherung zuständig ist.

Die wenigen Anfragen sind in eher in technisch-fachlicher Diktion formuliert, und die Fraktion versucht hier vermeintliche landespolitische Versäumnisse und Fehlentwicklungen öffentlich zu machen. Gesundheitspolitisch ist die Ausbreitung von Krankheiten von Interesse. Gefragt wird in subtil rassistischer Diktion unter anderm nach den Herkunftsländern oder der Unterbringungsform der Betroffenen. Unterstellt wird ein Zusammenhang von Gesundheit und Migration/Flüchtlingen, und das damit eingewanderte Menschen maßgeblich an der Verbreitung von Krankheiten beteiligt seien. mei

The AfD Group has dealt with social and health issues and themes in seven small questions. One inquiry deals with "misoccupations in social housing according to the Housing Retention Act". Among other things, it is asked about the number and the size of these housing units, the area that is under-occupied and the future development of such flats.
In two small questions, the parliamentary group is interested in the spread of diseases. On the one hand, it refers to the Frankfurter Rundschau report on the "significant increase in cases of scabies in Hesse". It asks about the "scabies cases [...] in the years 2006 to 2018", about the measures of the state government to contain the disease, the costs or the forwarding of the reporting data to the Robert Koch Institute.
In addition, the following questions are asked: "In which institutions have 2018 cases of skabies become known (please break down by schools, shelters for the homeless, facilities for the joint accommodation of asylum seekers, etc.)" or "Which groups of persons are particularly affected (please break down by country of origin)". The question is about the structural hurdles to organ donation, such as financial support for the Hessian collection clinics to cover the costs of extended stays in intensive care units. The parliamentary group also asks about the "legal supervision of psychiatry in Frankfurt Höchst" against the background of serious shortcomings in acute psychiatry, about the cooperation of the Ministry of Social Affairs and Integration with the medical service of the health insurance funds, which is responsible for control and quality assurance.
Thesis
The few questions are formulated in rather technical diction, and the parliamentary group is trying to make public supposed failures in state policy and undesirable developments. From the point
of view of health policy, the spread of diseases is of interest. The question is asked in subtle racist diction, among other things, about the countries of origin or the form of accommodation of
those affected. A connection between health and migration/refugees is presumed, and that immigrant people are thus decisively involved in the spread of diseases.
