"So erzielt der Plan keine Wirkung. Dass zweimal Beleidigen praktisch frei ist, muss abgeschafft werden", sagt der 49-Jährige der Düsseldorfer "Rheinischen Post". "Wir müssen die ersten beiden Stufen komplett weglassen und das Spiel dann sofort abbrechen!" Rafati verspricht sich von diesem rigorosen Handeln, dass die Täter noch mehr in die Verantwortung genommen werden. "Wenn sich ein Einzelner oder eine Gruppe diskriminierend oder rassistisch äußern und das Spiel dadurch abgebrochen wird, kommen nicht nur das Opfer, sondern auch die Teams und alle anderen Zuschauer im Stadion zu Schaden. Dann wird sich jeder dreimal überlegen, ob er sich dieser Mehrzahl und Wucht von mehreren tausend wütenden Menschen stellen will", erklärt Rafati.
