Recherchen des ARD-Politikmagazins Kontraste hätten gezeigt, dass Berlin als einziges Bundesland lange nahezu ungeprüft Corona-Hilfen ausgezahlt habe. Alle anderen 15 Bundesländer führten vor Ausschüttung der Hilfen eine Identitätsprüfung beziehungsweise eine Prüfung von Gewerbe- und Handelsregistern durch.
Insgesamt habe die Investitionsbank Berlin (IBB) rund 1,3 Milliarden Euro nahezu ungeprüft ausgeschüttet. Das Geld stamme überwiegend aus Bundesmitteln. Schon Anfang April schlug das Berliner Landeskriminalamt in einem Schreiben, das Kontraste vorliege, wegen des Sonderwegs in der Hauptstadt Alarm. "Wir wissen, dass die IBB aufgrund des politischen Willens hier keine großartigen Prüfungen am Anfang vorgenommen hat. Dadurch ist natürlich die Tatgelegenheit zum Betrügen sehr groß gewesen.", sagt Frank Worm beim LKA auf Anfrage von Kontraste. Inzwischen ermittele Staatsanwaltschaft und Berliner Polizei in fast 900 Fällen wegen Subventionsbetrug. Täglich kämen etwa 20 neue Fälle hinzu. Die Dunkelziffer könnte erheblich höher liegen.
Die Investitionsbank bestreitet die Vorwürfe
Die IBB bestreite den Vorwurf, leichtfertig Geld verteilt zu haben. Es habe eine Prüfung durch die angegebenen Kontonummern stattgefunden. Insgesamt habe die IBB bereits am Anfang sechs Prozent der Anträge abgelehnt. Wegen der laxen Praxis gerate Berlin nun in den Fokus der Länder und Bundespolitik. Aus Regierungskreisen habe Kontraste erfahren, dass die Bundesregierung davon ausgehe, dass Berlin womöglich eine hohe Summe der Mittel an den Bund zurückzahlen muss. Auch FDP-Politiker Wolfgang Kubicki fordert Konsequenzen. "Wir werden als Bund nicht den einzelnen Empfängern hinterherlaufen, das Geld wieder zurückzufordern. Das Land Berlin wird dann dafür eintreten müssen", sagte Kubicki Kontraste. pm, ots
