Online: Infoveranstaltung zur Konferenz zur Zukunft Europas mit Kommissions-vertreter Lobis
Unter dem Motto "Europa muss man selber machen" findet im Rahmen des Projekts "Beteiligung junger Menschen an der Konferenz zur Zukunft Europas" ab 17 Uhr eine digitale Info-Veranstaltung statt. EU-Kommissionsvertreter Patrick Lobis hält ein Grußwort.
Brüssel: Europäische Woche der Regionen und Städte (bis 14. Oktober)
Die Europäische Woche der Regionen und Städte (#EURegionsWeek) ist eine jährlich stattfindende viertägige Veranstaltung, bei der Städte und Regionen die Möglichkeiten haben, sich zu präsentieren und die Woche aktiv mitzugestalten. Unter dem Motto "Zusammen für den Wiederaufschwung" werden 2021 Themen wie "Grüner Wandel", "Kohäsion und Kooperation", Digitale Transformation" und "Bürgerbeteiligung" im Fokus stehen.
Wien: Grundrechteforum mit Justizkommissar Reynders und
Kommissionsvizepräsidentin Jourova (bis 12. Oktober)
Das Grundrechteforum findet einmal jährlich statt und hat zum Ziel, auf die Bedeutung der Menschenrechte in der EU aufmerksam zu machen. Kommissionsvizepräsidentin Vera Jourova und EU-Justizkommissar Didier Reynders nehmen an der Veranstaltung teil. Vizepräsidentin Jourová hält ab 12:15 Uhr eine Eröffnungsrede. Alle Sitzungen werden nach Anmeldung per Live-Stream übertragen.
Luxemburg: Treffen des Rates für Landwirtschaft und Fischerei (bis 12. Oktober)
Auf der vorläufigen Tagesordnung steht unter anderem eine Debatte zur neuen EU-Waldstrategie für 2030, ein Meinungsaustausch zum Paket "Fit for 55" und den Strategieplänen zur Gemeinsamen Agrarpolitik 2023-2027 sowie eine Einigung über die Ratsverordnung zur Festsetzung der Fangmöglichkeiten in der Ostsee für 2022.

Kiew: Kommissionspräsidentin von der Leyen bei EU-Ukraine-Gipfel
Die Führungsspitzen der EU und der Ukraine kommen zu einem Treffen in Kiew zusammen. Seitens der EU werden Kommissionspräsidentin Ursula von der Leyen, Josep Borrell, Hoher Vertreter der Außen- und Sicherheitspolitik der EU, sowie EU-Ratspräsident Charles Michel an dem Gipfeltreffen teilnehmen.Weitere Informationen in Kürze hier.
Europaweit: Start der neuen Discover-EU-Bewerbungsrunde
Im Rahmen der Initiative #Discover-EU vergibt die EU-Kommission 60.000 Discover-EU-Reisetickets an junge Europäerinnen und Europäer, die Europa ab März 2022 auf eigene Faust erkunden wollen. Seit dem Startschuss für Discover-EU im Juni 2018 haben fast 70.000 junge Menschen einen Travel-Pass erhalten. Die nächste Bewerbungsrunde läuft ab 12 Uhr, bis Dienstag, den 26. Oktober 2021, 12 Uhr und richtet sich an alle 18- bis 20-Jährigen EU-Bürgerinnen und Bürger, die zwischen dem 1. Juli 2001 und dem 31. Dezember 2003 geboren wurden.
Kranj/online: Informelle Tagung auf Ministerebene "Gesundheit" mit EU-Gesundheitskommissarin Kyriakides
Das Hauptthema der ganztägigen Tagung, die sowohl vor Ort als auch online stattfindet, ist eine widerstandsfähige europäische Gesundheitsunion. Die Gesundheits-ministerinnen und -minister diskutieren gemeinsam mit der EU-Kommissarin für Gesundheit und Lebensmittelsicherheit, Stella Kyriakides, unter anderem Lösungen zur Verbesserung der Verfügbarkeit von Arzneimitteln, über Vorkehrungen zur Vorsorge gegen grenzüberschreitende Gesundheitsgefahren, über innovative Lösungen für widerstandsfähige Gesundheitssysteme und wesentliche Aspekte des Impfens im Zusammenhang mit der COVID-19-Pandemie.

Brüssel: Wöchentliche Kommissionssitzung
Auf der vorläufigen Tagesordnung steht eine gemeinsame Mitteilung zur Arktis. Außerdem wird die Kommission einen "Werkzeugkasten" an Instrumenten vorlegen, mit denen die EU-Mitgliedstaaten im Einklang mit dem EU-Recht kurz- und mittelfristig auf die stark steigenden Energiepreise reagieren können.

Online: Informelle Videokonferenz auf Ministerebene zum Thema "Telekommunikation"
Die EU-Telekommunikationsministerinnen und -minister werden eine Orientierungsaussprache über das vorgeschlagene Gesetz über künstliche Intelligenz führen. Die Europäische Kommission hat den entsprechenden Verordnungsentwurf im April 2021 vorgelegt. Das Gesetz ist ein zentrales Element der EU-Politik zur Förderung der Entwicklung und Verbreitung einer sicheren und rechtmäßigen künstlichen Intelligenz im gesamten Binnenmarkt unter Achtung der Grundrechte.
Luxemburg: EuGH-Urteil zum Vorsteuerabzug bei gemischt genutztem Vermögen
Der deutsche Bundesfinanzhof (BFH) ersucht den EuGH um Klarstellung zu seiner Rechtsprechung in Bezug auf die Zuordnung von Investitionsgütern, speziell von Immobilien (hier: ein Arbeitszimmer in einem Haus bzw. eine Photovoltaikanlage), die sowohl für unternehmerische als auch für private Zwecke verwendet werden, zum Privatvermögen eines Steuerpflichtigen oder zum Vermögen seines Unternehmens oder zu einer Kombination von beiden.
Konkret geht es um die Folgen der Zuordnungsentscheidung für das Recht auf Vorsteuerabzug nach der Mehrwertsteuerrichtlinie 2006/112. Es ist zu klären, ob die nach deutschem Recht de facto bestehende Ausschlussfrist für die Mitteilung der Zuordnungsentscheidung an die deutschen Steuerbehörden, deren Ablauf nach der BFH-Rechtsprechung zum Verlust des Vorsteuerabzugsrechts führt, mit dem Unionsrecht vereinbar ist, insbesondere im Licht des EuGH-Urteils vom 25. Juli 2018, Gmina Ryjewo. Die gleiche Folge ergibt sich offenbar aus der Rechtsprechung des BFH, wonach mangels ausreichender gegenteiliger Indizien eine Vermutung für die Zuordnung gemischt genutzten Vermögens zum Privatvermögen eines Steuerpflichtigen spricht. Berlin/online: Kommissionsvertreter Wojahn bei Mitgliederversammlung der Europäischen Bewegung Deutschland (EBD)
Die jährliche Mitgliederversammlung der EBD findet in diesem Jahr als hybride Veranstaltung mit überwiegend digitalen Elementen und einer begrenzten Anzahl von Teilnehmenden vor Ort im Europäischen Haus statt. Thematisch steht die zurückliegende Bundestagswahl im Fokus der Veranstaltung. Jörg Wojahn, Leiter der Europäischen Kommission in Deutschland, hält zu Beginn der Veranstaltung um 10 Uhr ein Grußwort. Bayern: Start des Schülerwettbewerbs "Fair bleiben! #netzmitrespekt"
Die Vertretung der Europäischen Kommission in München veranstaltet im Schuljahr 2021/2022 einen bayernweiten Wettbewerb für Schülerinnen und Schüler zum Thema Respekt im Internet. Die Aktion richtet sich an Jugendliche und junge Erwachsene, insbesondere an Schulklassen. Sie steht außerdem außerschulischen Gruppen offen. Die Teilnehmenden werden aufgerufen, sich mit kreativen Beiträgen zu den Themen "Desinformation" und "Hassrede" im Internet auseinanderzusetzen. Einreichungsfrist ist vom 15. Oktober 2021 bis zum 28. November 2021. Zu gewinnen gibt es u.a. eine Reise nach Brüssel oder die Teilnahme an Workshops zum Umgang mit den Themen "Desinformation und Hassrede" in sozialen Medien.
Straßburg: Europäische Bürgerforen/Konferenz zur Zukunft Europas (bis 17.10.)
Die Europäischen Bürgerforen werden ihre Diskussionen mit dem vierten Treffen von 200 Bürgerinnen und Bürgern in Straßburg fortsetzen. Im Mittelpunkt stehen dabei die Rolle der EU in der Welt und Migration. Die Foren werden Empfehlungen vorlegen, die in die Beratungen der Konferenz zur Zukunft Europas und schließlich in den Bericht über deren Endergebnis einfließen werden. Medienvertreter*innen haben die Möglichkeit, Teilnehmende der Bürgerforen zu interviewen. Bei Interesse melden Sie sich bei presse-berlin@ep.europa.eu.
Luxemburg: Rat "Beschäftigung, Sozialpolitik, Gesundheit und Verbraucherschutz"
Auf der vorläufigen Tagesordnung stehen unter anderem eine Verabschiedung von Beschlüssen zum Gender Mainstreaming im EU-Haushalt sowie Debatten über die Zukunft des europäischen Semesters mit einem Schwerpunkt auf dem Aktionsplan zur europäischen Säule sozialer Rechte und über die Bedeutung von Sicherheit und Gesundheit als Bestandteil der Arbeitswelt der Zukunft.

Online: Info event on the conference on the future of Europe with Commission representative Lobis
Under the motto "You have to make Europe yourself", a digital info event will take place from 5 pm as part of the project "Participation of young people in the conference on the future of Europe". EU Commission representative Patrick Lobis will give a welcome address.
Brussels: European Week of Regions and Cities (until 14 October)
The European Week of Regions and Cities (#EURegionsWeek) is an annual four-day event where cities and regions have the opportunity to present themselves and actively shape the week. Under the motto "Together for Recovery", the focus in 2021 will be on topics such as "Green Change", "Cohesion and Cooperation", Digital Transformation" and "Citizen Participation".
Vienna: Fundamental Rights Forum with Justice Commissioner Reynders and
Commission Vice-President Jourova (until 12 October)
The Fundamental Rights Forum takes place once a year and aims to draw attention to the importance of human rights in the EU. Commission Vice-President Vera Jourova and EU Justice Commissioner Didier Reynders will take part in the event. Vice-President Jourová will give an opening speech starting at 12:15. All sessions will be live-streamed upon registration.
Luxembourg: Meeting of the Agriculture and Fisheries Council (until 12 October)
The provisional agenda includes a debate on the new EU Forestry Strategy for 2030, an exchange of views on the "Fit for 55" package and the strategic plans for the Common Agricultural Policy 2023-2027, and an agreement on the Council Regulation setting fishing opportunities in the Baltic Sea for 2022.

EU and Ukrainian leaders meet in Kiev. On the EU side, Commission President Ursula von der Leyen, Josep Borrell, EU High Representative for Foreign Affairs and Security Policy, and EU Council President Charles Michel will attend the summit.More information coming soon here.
Europe-wide: launch of the new Discover EU application round
As part of the #Discover-EU initiative, the EU Commission is awarding 60,000 Discover-EU travel tickets to young Europeans who want to explore Europe on their own from March 2022. Since the launch of Discover-EU in June 2018, almost 70,000 young people have received a Travel Pass. The next round of applications will run from 12 noon, until 12 noon on Tuesday 26 October 2021, and is open to all 18 to 20-year-old EU citizens born between 1 July 2001 and 31 December 2003.
Kranj/online: Informal ministerial meeting on "Health" with EU Health Commissioner Kyriakides
The main topic of the all-day meeting, which will take place both on-site and online, is a resilient European Health Union. Health ministers will join EU Health and Food Safety Commissioner Stella Kyriakides to discuss, among other things, solutions for improving the availability of medicines, precautionary measures against cross-border health threats, innovative solutions for resilient health systems and essential aspects of vaccination in the context of the COVID-19 pandemic.

On the provisional agenda is a joint communication on the Arctic. The Commission will also present a "toolbox" of instruments to help EU member states respond to soaring energy prices in the short and medium term, in line with EU law.

Online: Informal ministerial video conference on telecoms
EU Telecoms Ministers will hold a policy debate on the proposed law on artificial intelligence. The European Commission presented the corresponding draft regulation in April 2021. The law is a key element of the EU's policy to promote the development and deployment of safe and lawful artificial intelligence throughout the single market, while respecting fundamental rights.
Luxembourg: ECJ ruling on input tax deduction for mixed-use property
The German Federal Fiscal Court (Bundesfinanzhof, BFH) seeks clarification from the ECJ on its case law regarding the allocation of capital goods, specifically real estate (in this case: a study in a house or a photovoltaic system) used for both business and private purposes, to a taxpayer's private assets or to the assets of his business or to a combination of both.
Specifically, the issue is the consequences of the attribution decision for the right to deduct input tax under the VAT Directive 2006/112. It must be clarified whether the de facto cut-off period under German law for the notification of the attribution decision to the German tax authorities, the expiry of which leads to the loss of the right to deduct input tax under BFH case law, is compatible with Union law, in particular in light of the ECJ's ruling of 25 July 2018, Gmina Ryjewo. The same consequence apparently follows from the BFH's case law, according to which, in the absence of sufficient indications to the contrary, there is a presumption in favour of allocating mixed-use assets to a taxpayer's private assets. Berlin/online: Commission representative Wojahn at members' meeting of the European Movement Germany (EBD)
The annual general meeting of the EBD takes place this year as a hybrid event with predominantly digital elements and a limited number of participants on site at the European House. Thematically, the event will focus on the recent Bundestag elections. Jörg Wojahn, Head of the European Commission in Germany, will give a welcome address at the beginning of the event at 10 am. Bavaria: Start of the school competition "Fair bleiben! #netwithrespect"
The Representation of the European Commission in Munich is organising a Bavaria-wide competition for pupils on the topic of respect on the internet in the school year 2021/2022. The campaign is aimed at youths and young adults, especially school classes. It is also open to non-school groups. Participants are called upon to come up with creative contributions on the topics of "disinformation" and "hate speech" on the internet. The deadline for submissions is 15 October 2021 to 28 November 2021. The prizes include a trip to Brussels or participation in workshops on dealing with the issues of "disinformation and hate speech" in social media.
Strasbourg: European Citizens' Forums/Conference on the Future of Europe (until 17.10.)
The European Citizens' Forums will continue their discussions with the fourth meeting of 200 citizens in Strasbourg. The focus will be on the role of the EU in the world and migration. The forums will present recommendations that will feed into the deliberations of the conference on the future of Europe and eventually into the report on its final outcome.
